Patricia Belcher has one of those filmographies that explains how American film and television actually get made. Seventy-odd credits, most of them small, many named by function rather than by person: Hospital Admittance Clerk in Species, Depot Supervisor, Impatient Customer, Woman on Subway, Quarreling Woman. She was doing this in 1990 in Flatliners and she was still doing it in 2024 in Beverly Hills Cop: Axel F.
The pattern in the work is authority. Look at the character names and she is repeatedly the person in the room who gets the last word: United States Attorney Caroline Julian on Bones, Judge Angelic, Judge Horsedich, Superintendent Kolpein, Principal Hightower, Councilwoman Martha Hicks, a bank executive. She plays it dry and unhurried, without the theatrical sternness that usually comes attached, which is why the scenes stay funny instead of turning into a lecture. The two roles that grew into something recurring, Caroline Julian and Mrs. Dabney on Good Luck Charlie, are both built on exactly that.
The exception is Jeepers Creepers (2001), where she plays Jezelle Gay Hartman, a psychic phoning in warnings nobody wants. It is the one prominent part where she is the person being disbelieved rather than the person deciding, and it is the reason a horror audience knows her name. Elsewhere she keeps showing up in films with real taste behind them: (500) Days of Summer, Bad Words, Kajillionaire. She is rarely on screen for long and she is almost never wasted.

Where to start with Patricia Belcher
Jeepers Creepers is where most people meet her, and it holds up as the strangest thing on her CV. But the performance that shows what she does best is Caroline Julian across the run of Bones, where she gets to be the smartest, driest person in a room full of people who think they are.
For the film side, Kajillionaire uses her better than anything else she has done: a small part in a film that actually notices small parts. (500) Days of Summer and Bad Words are the two comedies where a single scene of hers sticks. Families should go to Good Luck Charlie, where Mrs. Dabney gets to be the neighbour from hell without ever losing the audience, and The Proud Family is the animated version of the same authority. Then Flatliners if you want to see where the whole thing started.
Bones and the television work
Caroline Julian ran twelve seasons of Bones and is the most enjoyable recurring character in it, largely because she is the only person who tells the leads to behave. Good Luck Charlie is where a generation of children met her.

The film work is small parts, well chosen. (500) Days of Summer and Kajillionaire are the two best films on this list, and I'll See You in My Dreams is the quiet one worth finding.
